A Canadian SMB your ITB obligation can actually use
EXO Insights is a 15-person Waterloo company building BioTwin® — an offline-first human-performance platform for training, readiness assessment and after-action review. We have already delivered transactions credited under a Victoria-Class in-service support obligation: reported, verified, closed. Under the modernized ITB Policy, cash invested in our R&D and in Canadian-owned IP attracts enhanced credit.

Not a first-time supplier
In 2020–21 EXO delivered two transactions to a Tier 1 prime under a Victoria-Class in-service support obligation: a wearable occupational-exposure monitoring system, and a physiological stress-response monitoring demonstration. Both were reported through the annual cycle with a Certificate of Compliance and a Canadian Content Value detail report, and went through the verification process. The administrative risk of a first-time SME transaction does not apply here. Documentation available under NDA.
Where EXO sits in Canada's sovereign capabilities
Canada's modernized ITB policy places greater emphasis on Canadian suppliers, SMB participation, domestic IP, R&D and sovereign capability — with stronger credit incentives for direct work with Canadian firms, no cap on the SMB credit boost, and a new Strategic Investment Transaction category.

Canada's ten sovereign capabilities replace the previous Key Industrial Capabilities. BioTwin® sits inside three of them, with active research in uncrewed and autonomous systems through human-autonomy teaming. Those are the categories your Value Proposition is scored against.

Why partner with EXO
For primes and eligible donors (eligible donors: the ISED-approved major suppliers who can contribute to a prime's obligation)
BioTwin® can be introduced as a specialized human-performance, training and after-action review module within prime-led solutions. Its modular architecture supports controlled integration with existing training, simulation, C2 and ISR systems — without displacing them.
For government and defence stakeholders
BioTwin® helps instructors, evaluators and program stakeholders capture and review how personnel interact with systems during training, rehearsal and experimentation — synchronizing first-person video, gaze, instructor markers and optional biometric or motion data for structured, evidence-based after-action review.
For Canadian industry and research partners
Opportunities in R&D, sensor and platform integration, workforce development and entry into domestic and allied defence supply chains.
